As a headline summary, building an architect-designed house in Greece in 2026 may cost between €1,400 and €2,400 per square metre for construction. On the islands, expect a premium of 15 to 30% over mainland prices. A well-built 150 m² home therefore represents a construction budget of roughly €210,000 to €360,000, before land, fees and VAT.

Construction prices in Greece have risen steadily since 2021, driven by materials, energy costs and demand for skilled labour. Anyone quoting figures from even three years ago is describing a different market, and a budget set today should include an allowance for further movement over a two-year project.
Construction costs in 2026
The most important factor in the cost of a new house is its size, since floor area correlates directly with total cost. The second is where you build it, and the third is the specification you choose. The guideline prices below are for construction only and exclude VAT, professional fees and the costs listed later in this article.
Standard construction
€1,400 to €1,700 per square metre. A conventional reinforced concrete frame, insulation to the current energy code (KENAK), mid-range aluminium windows and standard finishes. Sound and functional, with materials chosen largely from local stock.
Good-quality construction
€1,700 to €2,100 per square metre. Better thermal performance, larger glazing, higher-grade windows and doors, quality floors, custom elements in kitchens and bathrooms, and proper detailing at junctions. Most architect-designed homes sit in this band.
High specification
€2,100 to €2,800+ per square metre. Extensive glazing, natural stone or lime plasters, bespoke joinery, concealed lighting and a high-performance envelope with very low running costs. On the islands and the Athens Riviera this band has no meaningful ceiling.

Building on an island
Island construction carries a premium of roughly 15 to 30%, and more on smaller islands. Every window, tile and specialist trade arrives by ferry. Local labour is limited and heavily booked in season, mainland crews need accommodation, and a delivery missed in October may wait until spring.
The premium is not only money but programme discipline: procurement on an island project is closer to exporting than to a mainland build, with long-lead items ordered months ahead and deliveries consolidated. The plot: check before you buy
More budgets are broken by the plot than by the building. Before committing to land, confirm:
- Buildability (αρτιότητα και οικοδομησιμότητα) and the allowed building coefficient
- Forest-map status, since a δασικό designation can make a plot unbuildable
- Archaeological zones and any required approvals
- Legal road access, and the real cost of bringing utilities to the boundary
- Slope and ground conditions, as steep plots can add tens of thousands in earthworks and retaining structures before the house begins
A topographic survey and a check by your architect or engineer before purchase costs a fraction of what the wrong plot costs.

Professional fees
A new house in Greece requires architectural design, structural and mechanical engineering studies, an energy study and a topographic survey, followed by construction supervision. Depending on scope and service level, allow roughly 8 to 15% of construction cost for full design and supervision. Detailed construction drawings repay their cost at tender: they make contractor quotes comparable and dramatically reduce the provisional sums that inflate mid-project.

Additional costs
Building permit
Permit fees and municipal charges are calculated on the building’s notional value, with documentation and study costs in addition. A straightforward permit takes several months; sites with archaeological, forest or shoreline complications take longer.
EFKA contributions
Social insurance contributions for construction labour are a legal obligation of the owner, calculated against a schedule of notional labour days for each building element. Foreign owners rarely anticipate this line, and it is not small.
Utility connections
Electricity network connection, water supply and sewage or septic installation. On islands, water and waste infrastructure can be a significant standalone cost, and should be priced before purchase rather than after.
VAT
The VAT treatment of new construction has been subject to suspensions and changes in recent years. Confirm the current position for your case with your accountant before finalising a budget.

Major item costs
Pools and external works
A swimming pool typically adds €35,000 to €80,000+ depending on size, structure and finish. Landscaping, terraces, boundary walls and external lighting are consistently underestimated: on villa projects, external works commonly absorb 10 to 20% of the total budget.
Windows and shading
The bigger the opening, the greater the cost per square metre of the unit. In the Greek climate, glazing and external shading should be designed together, since a beautiful window that overheats a room in July is a design failure that mechanical cooling then pays for every summer.
Cooling, heating and energy
Heat-pump systems pair well with a high-performance envelope and are the sensible default for new builds. Spending on insulation and shading first reduces the mechanical systems you need, which is the cheapest energy strategy available and the core of low-energy design in this climate.

New-build costs as a percentage
An approximate breakdown of a typical new-build budget, excluding land:
- Construction, materials and labour: 65 to 70%
- Architect, engineers and studies: 8 to 12%
- Permit costs and administration: 2 to 3%
- EFKA contributions: 3 to 5%
- Utility connections and external works: 5 to 10%
- Contingency: 10 to 15%
VAT applies in addition, where relevant.
How long does it take?
From first design conversation to moving in, a realistic horizon is two to two and a half years: several months for design and permit, then 12 to 18 months on site for a mainland build. Island programmes are shaped by ferry schedules, weather windows and the summer pause in tourist areas, and are planned around those constraints rather than in spite of them.

Frequently asked questions
Can I build for under €1,200 per square metre?
At the very bottom of the market, but usually by compromising the envelope, the detailing or the documentation, which are exactly the things that cost more to fix later. A price materially below the market describes a different scope, not a better deal.
Is it cheaper to renovate an old house instead?

Do prices differ for foreign owners?
